Exam centre to jail

A lot of young teen aspirants of NEET have landed in jail due to carrying mobiles as per news outlet? Is this right? What if it is applied on all exams and just looking at other's paper land into jail? Thoughts on this. N.B All information are from fragmented news outlet, not verified.
