When writing villains how do I not make a villain of the week formula?

So I was reading JoJo's bizarre Adventure part 7 for some reference and got to volumes 3 and 4 and ended volume 3 on the part where they just finished up fighting Diego and doctor Ferdinand right?

I opened up volume 4 a few pages in they had a new villain and finished fighting that guy and moved onto the next!

So I'm starting to realize that there's a pattern and I check some drafts on what I'm writing and there it is! The exact formula! Any tips on what to do?
