Unable to pacify my baby boy

My baby boy (twins with baby girl) is 4 months old now, little over 2.5 months adjusted age. He is the kind who now appears that has a habit of crying or some built in irritation in him. He cries a lot in evenings, doesn’t get pacified by colic medicine, toys, walking around, jumping around. Suddenly he is ok by certain trick or oil massage but then again switch turns on. I am unable to decipher this behavior and he is difficult to handle. He doesn’t even accept milk bottle when crying and fights me. Is this normal boy behavior tantrums? Does it get better?

My daughter on the other hand is soft, calm and patient. She gets neglected because everyone is always busy calming my son.
