PC problems with startup (black screen with just cursor after startup)

So today I went to boot my PC it started like normal but while booting into windows it went into a black screen with just my cursor on it now when I'm trying to shut it down the cursor stays on while the shutting down text appears and it has been staying on the shutting down text for a while now
