Follow rotations or spam on cd in ABX/ABL?

So I always fo rotations but lately i have seen in many places people mention that rotations are for WB only and for ABX or ABL they just spam all skills on CD into a specific skill (I know it has to be rage or competition tho)

So is that better or why you do that doesnt that miss procs and all?
