Why is Shielded Cargo not working?

0% chance to evade cargo. I even put the jammer on that increase evade chance by 30%

YES, my 160Kg shielded cargo space, as specified in the ship menu, exceeds the roughly 12Kg of contraband I'm carrying

YES, it is in the ship's inventory. Not mine or anywhere else.

NO, I haven't missed any contraband hiding in any cracks or crew inventory. I know this because I jettisoned the 5 pieces of contraband from cargo and tried the scan again. This time it said "no contraband on board" so clearly those 5 in the cargo are the only ones.

Seems like a bug, does anyone have a fix?
