Tor settings wont load

I’m trying to change the safety settings to safest but when clicking the settings button there is no response. Same with the extensions & themes and setting button in the hamburger menu. I tried installing noscript extension as a compromise but even that didn’t work and disappeared after install. I setup persistent storage and rebooted and nothing changed. I’m on tails 7.9
