How does prepared prosecution work

Hi all, I’m pretty new to rogue traders but I’m wondering how to get prepared prosecution to work. It says in the tactical phase I can place myself adjacent to an enemy cell, but every time I get into combat/tactical phase there’s no prompt to do so. Is this a bug or am I misunderstanding how this works. Thanks
