I thought lucilla was supposed to make it so you could get 3 stacks every rotation

As the title states, I am a little confused. I thought once you have Lucilla with Chisa, you're supposed to be able to get 3 stacks of Snowforged Blade every rotation? I was testing it out in ToA, and that was definitely not the case. I understood that Havoc bane app gives 1 stack, chafe from lucilla is another, and the final was supposed to come from the enchanced heavy attack. On my second rotation, I noticed I only had the one stack from my enhanced heavy... what happened to the Inherent skill Ephemeral realm and the negative status appliers? It makes no sense
