How to apply for Medicare Savings Program in Virginia???

Hi! I need some help here as I am confused by the medicare Virgina system when I try to apply for for MSP for my brother. They already have Medicare Part A and B, and we want to add the Medicare Savings Program so the state can start paying for their Part B premium.

When I tried to complete an online application, it was an application for for medicare, which we already have. Then when I called on the phone, none of the agents understood what I was asking for. They didn't didn't know what MSP is. And tried to get us to fill out a brand new Medicare application.

How do we apply for Medicare Savings Program without reapplying for medicare which we already have?
