Vehicle cant be added to LTMS

I recently transferred the ownership of my car to my name and pinapa add ko sa LTMS account ko, kaya lang hindi daw possible kasi old record na daw. 2016 model and 2017 released to. Ganun po ba talaga? Para sana next renewal is via ltms nalang kaya lang hindi daw maadd kasi nga old. Any thoughts or experience po?
