2060 temp

My GPU temperatures reach 83°C, or 80°C with undervolting (at 0.900V). I have replaced the thermal paste and thermal pads multiple times and verified that everything is installed correctly, yet the temperatures remain high and I cannot figure out why. My case setup includes three intake and three exhaust fans (three front, two top, and one rear). When I try setting the GPU fans to 100% speed, it only delays the time it takes to reach those temperatures (Gigabyte RTX 2060 D6 6GB Rev 2).
