Advice on getting my wife over the hump.

My wife and I have discussed hot wife lifestyle on multiple occasions and she is always in agreement. She texts and send pics and flirts with other men but hasn’t taken the step to actually meet up or play with them. What can I say or do to help her get there? Is it nerve?
