So... Raiju can't turn off location powerbox... right?

Asking because I just played a game, of course under the assumption that Raiju can't turn off the location's powerbox. Within minutes the powerbox goes out and I mark off Raiju. Go to the end with my best guess (I'm kind of bad at the game) and it tells me it's a Raiju.
