Meta spends all my budget on one ad. Is this normal for creative testing?

Help

I’m testing Meta ads for a Shopify product and I’m trying to understand the best way to test creatives with a smaller budget.

My setup is:

  • Sales campaign
  • Website purchases optimization
  • $50/day ad set budget
  • Broad US audience
  • Advantage+ placements
  • 1 ad set
  • 3 different video ads inside the same ad set

The issue I keep seeing is that Meta quickly favors one ad and spends most of the budget on it, while the other 2 ads barely get any spend. So I’m not sure if the other creatives are actually bad, or if Meta just never gave them a fair chance.

I understand Meta is optimizing for the ad it thinks will convert best, but for creative testing, this makes it hard to judge anything.

For people running ecommerce campaigns at this kind of budget, what would you recommend?

Should I:

  1. Keep 3 ads in one ad set and let Meta decide?
  2. Test only 1 new ad at a time?
  3. Test 2 ads max per ad set?
  4. Create separate ad sets for each creative so each one gets spend?
  5. Use a different structure completely?

My main goal is purchases, not cheap clicks or engagement. I’m just trying to figure out how to test creatives properly without wasting the budget or making the data too messy.

Would appreciate advice from anyone who has tested this with small ecommerce budgets.
