Help with new razor/routine

Hi all, hoping to find some good help.
I’m looking to get a new razor of some sort. I have sensitive skin and my current razor (electric rotary wet/dry) isn’t cutting it. It often misses spots. I have adhd/autism, so I often will pluck at my facial hair when reading or on my phone without realizing. It’s caused quite a cluster of ingrown hairs on my neck. I also can’t just let it grow out, because I’ll pluck, or there is a major bald spot. Love any help yall could provide. Not looking to break the bank but I’m willing if it’ll truly help.
