What movie is it?!

What movie is about two young kids who like each other in the summer and on the Fourth of July the whole town go see the firework show but two boys go around throwing pot plants or just messing up peoples houses. The boys get to one house in particular, and someone comes out and chases them but then the guy chasing them gets into a car crash and dies. However, the guy that ends up dying in the crash is the brother of the girl that one of the teenage boys likes. Please help me find this movie!😩
