Why didn’t obito get Susano even when he had 2 sharingans?

Obito had a ton of spare sharingans from the massacre that he implanted to use Izinagi. When he was in the orange mask and used it against konan, and sasuke he didn’t go blind in the one eye shown, so obviously he had to have another sharingan implanted in his other eye right?

My question is why didn’t he obtain ssusano when he did it? Would a base sharingan stay a base sharingan even though he had ms unlocked? Even if that’s the case I’m sure obito had access to some mangekyo. Fugaku did have it after all.
