Do the instructions Jesus gave to the disciples in Matthew 10 when he sent them out apply to every believer in Jesus. Or were they specific instructions just for them?

There's a lot of teachings in that chapter that I've read into as applying to people who truly follow Jesus in any period of time. But I'm wondering if maybe I'm taking them out of context?
