New, serious question for my son who wants a drawing tablet

Any suggestions or help is appreciated. I'm just a mom who needs advice on digital drawing.

My stepson is 15 and ADHD. He loves anime and watches videos of artists drawing and YouTubers who hype up drawing products. He's asked for a digital drawing tablet. His laptop is broken. He wants to connect it to his Motorola phone. I'm not as tech savvy as many nor do I have a lot of money. Would this type of tablet work? https://a.co/d/0a60e1lT

Also, is there free software that he could use with it? If so, what would you recommend that is easy, not too complicated?
