Are the report submission systems broken in colleges ?

I have this question in my mind ever since I started making reports for Semester courses.

Professors usually don't provide any template or rules needed to properly make the report.

Whether it is a mini-project report or a general end of semster report collection,

We have to go to professors every time for clarifcartion.

They obsess over Chapter title, The text you used, its size,image alignment, border issues etc.

And for 5-10 marks they provide, spending 4 hours in MS word editing and formattting every line doesn't make any sense.
