Question about “a cost will be paid” quest line

After blowing the mother courage up and all that. What happends next? Permanent Hunter killer spawns? So far, I’ve never seen the HK choppers spawn as of yet, nor have I seen instant normal HK units spawn right after I enter a map compared to previous versions of the game. Is this a bug? Or a nerf to the HK spawn rates?
