Should you just use all RR guardians pre-endgame?

Pretty much what the title says. The overwhelming majority of Boom Beach YouTubers, Reddit users etc suggest players to use no green and blue statues, and use GBE, RR, TH and TD with priority roughly like GBE≈TD>RR≈TH. However, as a player at HQ21 at around 1200 VP, I noticed a big problem with statue layout and progression speed. I've started to notice this problem starting from HQ17 when I got to around 950VP, which is that the players I get are consistently 20-30 xp levels higher than me. Currently, I only get players who are over at least level 75, and over 80% of them are over level 80, while I'm only level 53. Obviously, I wasn't able to clear 70% them, even while boosted. This leads to a problem that I wasn't able to get enough resources for upgrades (I have extra builder) since I only have 2 RR guardians, and the offense statues are not nearly enough to help me win level 80 players, even when boosted. Sure, I can try to not attack player bases for a month in the hopes that I can decrease in VP and get easier players again, but it's painfully slow and detrimental to progression.

Considering all that, I was wondering if it's better if you just keep one masterpiece of TD, TH, RR and GBE, and let the remaining statues be all RR guardians. In this way, you can get huge amounts of resources just from NPC bases, allowing you to stay at a low VP level until you reach really late game. After HQ20, you can even just use destroy if your offense isn't strong enough to defeat those bases (which is unlikely anyway).

The issue with the matchmaking system is that the game punishes you if you are good at offense. When you reach high VP, it just stops you from getting better by giving you players with crazy engravings millions of mark III protos. This hinders both VP AND xp progression, which is why avoiding it altogether seemed like a better deal. What do y'all think?
