The Joker’s Double Jeopardy Scheme (Detective Comics #64)
–He first turns himself in, allowing himself to be put on trial and subsequently put to the electric chair on account of all the murder he’d committed.
–Following which, his underlings break into the morgue and steal the Joker's body, injecting it with a serum Joker created to restore him to life.
–Joker then goes out into public, anticipating that Batman would realize Joker’s pulled a trick upon seeing him, and then capture him to turn him into the police
–However, Joker has been officially put on trial and tried guilty for all of his crimes, as well as receiving the punishment, something that can be verified as having happened to him as his body was removed from the morgue, not being grave robbery as well as he’d ordered it to happen to himself. This in fact allows Joker leverage over Batman, as he now holds the power to sue Batman for assault
–Joker moves into a hotel. Naturally though, Batman is keeping tabs on the Joker afterwards, and the police tap his phone. The Joker thus created a dot and dash code for him and his men, and connected a cord to a switch spliced onto the current wires, allowing him to signal his coded message to his men via their telescopes. Even if Batman or the police were to notice the signals, they wouldn’t be able to decipher any of the messages, and could not legally take action against the Joker as the surveillance is illegal and any recording of it inadmissible.
–”The Joker says to pull off the arena job” is the statement the henchmen make, implying that Joker created multiple different planned crimes to choose from, which his men had memorized. In this one, his henchmen fill the pipes of an ice show with ethanol chloride gases to be deployed during the show, with the Joker himself attending. During the chaos, the men will show up armed with guns to take the valuables of audience members, including the Joker himself. This ensures the Joker looks innocent officially, while also drawing Batman’s attention to him.
–Following this, Joker predicts that Batman will redouble his efforts of surveilling the Joker’s hotel room, now having greater reason for concern, and purposefully flashes his signals when Batman and Robin come near the hotel. Joker then predicts that Batman will break into the Joker’s hotel room, as Batman now has every reason to suspect Joker’s involvement in the Ice Show robbery as well as further crimes. For this, the Joker called the police and had them waiting for Batman in his room. Now Joker has successfully built up the image of a victim of wrongful harassment by Batman, still having the capability to sue Batman for assault from earlier and having his hotel broken into by Batman and Robin for no reason.
