Why is hundred blades even an elite skill?

Why is this skill even elite? 15secs for +35dmg?

Meanwhile sand shards give +60. I know it’s just for 5 attacks but spike (but also only 10 sec cd) damage matters more and how many times can you even attack with HB in 15 seconds. Probably only a few more times.

Warrior will never compete with derv in any type of content. The dmg is just to low.
