Mulling a move from Dubai to Europe, will you please help a young family out?

Hey guys, hope you are all keeping well.

We moved to Dubai as a couple a few years ago. Dubai has been kinder to me than it has been to my wife. I am a Management Consulting Manager, while my wife is a Cybersecurity consultant. We moved here because I got a good job offer but, she was not able to land a decent one and not for lack of trying, the market here has been very brutal to her. She is sick of Dubai, doesnt like the materialistic society, is fed up of not working and now that we have a young daughter, does not feel that Dubai is the right place for her to grow.

I have a couple of offers in hand right now, one from London and one from Amsterdam. But, I am a little hesitant hence, this request here. Ofcourse Europe brings its own set of challenges but, there are a couple of things i am genuinely afraid of:

1. Healthcare - In Dubai, we have a great health insurance and have rarely had an instance where medical support was not available as required but, in Europe I know thats not the case, wait times can be long and private care can be expensive even with an insurance

2. Racism - Here we have not faced anything, yet. I am not sure in Europe though with a young daughter, I am struggling a little. How big of a concern it really is?

Do you guys have any advice on making a move, from your own experiences and what would you recommend?
