it it totally legal to overlay a different picture of me for my national id?

my govt issued national id is already peeling off so i just thought of printing my e-national id then overlaying another id pic that im currently using for my other govt ids. would this be legal or nah? i mean, my pic in that thing is absolutely horrendous and barely recognizable and yk itd still be me 🥹
