Crafting question for Time-lost Diamond

Can increased CDR be rolled on Time-Lost Diamonds with chaos orb spamming? According to poe 2 db it can be but I've been at it for ages. I'm either unlucky and in chaos orb jail or doing something wrong/poe 2 db is wrong. Ty.
