Why did Pariston say Mizaistom was the most fitting to be the chairman? (strategically)

Discussion

Up until that point, according to Ging, Pariston's plan was to let Cheadle get to the second position so they could swap places for eternity. To counter this, Cheadle recommended people to vote for Leorio, which caught Pariston off guard and left him recalculating. That was a smart move since there were votes for Leorio coming from the independent segment or literal Teradein supporters who would never vote for anyone related to the current Association, and they could now be added to the ones originally going to Cheadle or Mizai.

In response, Pariston called his supporters to vote for Mizaistom, because he's the one more fitting for the position in theory. And here my mind broke down, since the following results were Leorio first, Pariston second, which was going to be the outcome regardless of what Pariston said. So... he didn't change a thing. Was that part of his plans or not?

Cheadle said that he might have done it because he was expecting their voters to fight for that second position, shaking the table a little, which, just like she said, didn't happen and Leorio remained one of the two most-voted candidates.

But when you look at the results, Mizaistom ended up getting more votes than Cheadle. That could only mean that Pariston's words did have an effect in the turnout, so he did get what he wanted. My question is... what is it that he wanted? Was he actually scared of Leorio winning in that phase so Cheadle's theory was right but instead of not getting it right, he actually did, and the necessary number of votes switched from Leorio to Mizaistom, so Leorio didn't win?

Of course later on he found a way to use Leorio as his triumph card, but that move with Mizaistom left me wondering what the hell he was expecting to happen and if he got what he wanted.
