Hostel booking and seat allotment on same day

So basically I got EE in banglore in my 2nd round but I'm hoping to get mech in 3rd round(I'm just off by 22x value{13.3k is my rank}), the main issue is my hostel booking for BLR is on 30th June in morning and the seat allotment will come in evening so I just wanted to know

1)if there is even a 0.1% chance I don't get mech after seat allotment will I be able to get HB5(in campus) hostel room in banglore after round 3 results?

2)if the answer of first question is no then if I book for my hostel room of Bangalore in morning and after that if I get my mech seat in manipal will the hostel fees be refunded/adjusted?

Would appreciate if anyone could help ❤️
