Is Uttarakhand safe to visit in the third week of July?

I'm planning to rent a bike in Rishikesh and ride to Chopta during the third week of July. I've heard that monsoon brings heavy rain and landslides in Uttarakhand. Has anyone traveled this route around that time? Is it generally safe, or would you recommend avoiding it? Any recent suggestions would be appreciated. Thanks!
