USL problems

So, i've tried googling and searching around but cant seem to find an answer to this issue:

I have a USL gateway connected to a usw lite poe, which in turn connects to a cloud gateway ultra. In the ubiquiti app i get told to adopt the USL gateway, which sends me to the unifi protect app. The unifi protect app says that it cant find a console, and says "set up a unifi console" which sends me back to the ubiquiti unifi app, and so on back and forth.

Is there something i'm missing? I've tried factory resetting both the USL and the cloud gateway. I've tried connecting it directly to the cloud gateway and powering by usb-C. Does the cloud gateway ultra not run a console for the USL?
