Lord Solar without Command Squad?

I assume this has been asked before but I appreciate if someone indulge me again.

Now that you can't take Solar with a Command Squad isn't he straight up worse?

1. He is a named Character so no loud hailer

2. He doesn't have increased order range.

3. Command points also seem to have dropped a slight bit in importance as many Strats got cheaper and you can't stack them anymore.

He's not Durable enough that I want him in the front, but a 130p paper weight for screening in the back row don't seem the best ether (especially since I play 1k games).

Would you still consider him an auto include?
