Mission 100 character choice

Why does mission 41 'Goku's former enemies' have Broly? Not even super but Z Broly who unless I've missed something is only ever an antagonist? And Super Broly isn't really an enemy as far as I know but Tien is an enemy towards Goku for a bit when he first shows up. I know it's only 1 tournament and not in the vein of Piccolo or Vegeta but definitely more so then Broly.

Anyway poor Tien
