i was thinking about something

what if the saiyan need super saiyan full power in order to achieve super saiyan 4 because if the saiyan doesn't have super saiyan full power and the saiyan turn into a golden great ape/super saiyan great ape and the saiyan gain full complete and literal control over the golden great ape/super saiyan great ape transformation he will stay as a golden great ape/super saiyan great ape?
