Sent my money to a wrong number and gcash is unable to process the refund.

I mistakenly sent my money to an unverified account and i submitted a ticket to gcash but they are unable to process it and told me to contact the recipient to issue a refund. the recipient is willing to cooperate however he cannot send back the money since it is unverified and he also mentioned he no longer uses gcash and cannot register the number since his old gcash account was hacked and fails to register the number i sent it to. is there a solution for this?
