Lateral moves

I went to talk to my career planner about lat moving to be an 0311 but said the 03 mos aren’t open to lat movers besides recon or marsoc, is it common for it to be closed to lat movers? I thought it would be super easy to submit a lat move to that mos considering I doubt the retention rate for the infantry is high and need people to fill spaces but I guess my dumbass was wrong and infantry man power is going strong
