Fee structure for m tech

I don't get it... The fee structure provided by the college says the first semester fees will be 1.2L.. at the starting I already paid 1l lakh during the interview but now they are asking 70k more to complete the registration which they are saying is for the first semester alone.. so doesn't this make it 1.7L rather than 1.2L. Or am I missing some calculations?
