Is he in a busy period or not interested?

I had met a guy on Hinge in early May and we went on 4 dates in the span of a month. Then in June, he told me he’s really busy with work until 1 July then things will calm down again. Our texting reduced and I told him I’ve got a surprised date planned for him and for him to let me know if he has a spare evening the next couple of weeks. He said the surprise date idea sounds cute. It’s been 1.5 weeks and we haven’t texted. He hasn’t made plans with me for 3 weekends (1 weekend he had a pre booked trip).

Should I wait till 1st July to see if he reaches out or should I text him “hey it’s been a while, I just wanted to check in”? I don’t know what to do… I can’t wait any longer in this uncertainty.
