What are the chances of receiving a DOA RX 9070 XT?

I bought a Sapphire Nitro+ 9070 XT new and tried installing it. However whenever I have it plugged in I get a white led light from the motherboard. I've tried everything. Literally everything. I reseated the GPU a million times. Removed CMOS, RAM, CPU, all the cables. Everything. And this light won't leave.

I had an RX 9070 in the same system and that is and was working perfectly fine. It boots up instantly. I ran DDU uninstaller as well before putting in the 9070 XT.

What are the chances it's actually DOA. Or could it be the 12VHPWR cable (I'm using a 12V to 2x8 for the 9070) whereas the Sapphire 9070XT uses a 12V on both ends (PSU and GPU). Is my luck that bad.
