psu making loud electrical buzz

hi!
ive got a seasonic focus gold 850w psu powering an 9070xt and ryzen 5 7600x3d
the problem is no matter what state the pc is in (off, idle or load) it always emits the same buzzin noise.

anyone know what it could be?
