How to get rid of street vendor/theley wala/cart carrier

There is street vendor who makes some food on thela and there are always drunk people sitting in car doing hooligansism. The road is always blocked by the cars. Where to complain in delhi ? I dnt knw good/ bad there is big hospital and a big school within 30 meters of his cart.his cart is in between them in the middle.... there is always chaos on road . Where do I complain I live on that road? Any idea please help 🙏
