Target Optical Question

My son and I have been using Target Optical for our prescriptions with no issues. This past weekend, my husband went for his first appointment for a new contacts prescription (he’s been a contacts wearer for 20+ years). They gave him a trial pair of contacts and he has a follow up appt next week. My question is this-when he told me how much the exam cost, I was shocked- it was almost $100 more than both my son and I’s exams have been (same exams, same coverage). I reviewed the receipt and there was an extra $90 charge for “premium follow up and fit” that is not covered by our insurance. Does anyone know what this extra charge is for? We’ve used lots of different providers over the years and have never been charged to come back and say “yes, these contacts work”. Feels a bit scammy but wanted to get some input.
