Is it optimal to have armor depending on the situation?

For example, I recently finished my Anti-Scorched armor set, which is basically just normal armor except every single piece has Zealot, meaning I have 75% damage reduction from scorched enemies. (Assuming thats how it works)

Currently I'm working on the same for Humans, Super Mutants, and Robots. (I'm going through hell finding each legendary augment though, since RNG is not being nice. Thus I've been relying on base markets)

Is anyone else doing this? Or is more optimal to just get Secret Service with x5 Bolstering?
