Is this a scam?

Revived an email and text from an agency who wanted to meet me for their development division. It says development includes “4 online courses followed by an in person scouting event and photo shoot in New York during fashion week” then when I click the link they sent me, it says they’re will be an $800 course fee if selected? Is this legit? I thought you didn’t have to pay to be in agencies.
