Credit builder concerns

So I signed up for chime and got my debit card. Now I see it says something about owing $71 and it's in some secured account and will be paid on a certain day. Um I didn't sign up for this. I have $13 in my account til I get paid and all that will go for rent. I won't have an extra $71 to pay off something I never signed up for. I'm scared. How do I get out of what ever this is? I thought it was a debit card but it must not be. I have bad credit and didn't okay a credit card. I don't want a credit card. Help?
