17k life Bog Shaman doing zdps

First time making such a complex build. Even if I POB to 100% crit chance my damage is abysmal compared to what it is capable of. Righteous fire currently isn't in use. Currently lacking uber lab ascendancy, but it isn't making a HUGE difference in POB. Is the witchcraft runegraft the thing I am missing that will push this to 20m plus DPS? I missing something and feel dumb.
