On the lack of Federation ships in DS9 "Call to Arms"

In the episode, Sisko says that Starfleet cannot commit ships to the defense of DS9, saying he can't explain why, insinuating that it's classified. Does this correlate with one of the movies, or is it just a yada-yada to explain why they weren't getting a fleet? Like the mention of the destruction of the Enterprise with Worf's appearance?
