How is it possible that Tah, a top player on €12 million/year, can take such a terrible losing penalty for Germany?

Genuinely curious why players can miss the goal so often in penalties when, much like how you should never under hit the ball on the green in golf (because statistically this gives you far less chance of scoring), the shot should at the very least be on target.
