What if league had quick preemptive bans

I know this is not gonna happen cause it could lead to some preety authoritarian decisions from players trying to put someone they dont like in a bad position. But just imagine this scenario.

I was playing today and there was a preety clear troll. dude was inting hard, preety classic. 15 mins less was 0/10, chat off, tilted, bought 3 elixirs, base for a while, then back to feed some more.

what if the game had a system that if you get reported by all of your team for inting you instantly get restricted on that match and get locked in base so you dont feed more? so at least instead of a 4x5 its not a 6x4?
